Preliminary Recommendations

RE: Preliminary Recommendations from the Diocesan Planning Commission

The Diocesan Planning Commission spent two days last week working together after studying your portfolios and all the good work you have done since last November. The Planning Commission reviewed the goals Bishop Cistone had set for Planning Tomorrow's Parishes as it began its deliberations. These included:

1. To enhance the vibrancy of parish life in the Diocese of Saginaw.

2. To strengthen the presence and ministry of the Church in the urban and rural areas of the Diocese.

3. To foster an appreciation for and participation in Sunday Eucharist

4. To promote new evangelization efforts throughout the Diocese.

5. To realign parishes within the Diocese considering the number of priests available to serve, financial resources and changing demographics.

6. To ensure that all parishioners have opportunities for quality life long Christian education and formation

7. To strengthen service to those who are marginalized.

8. To promote vocations to the priesthood and religious life.

9. To promote greater involvement in lay ministry programs.

10. To support new initiatives for youth and young adults.

11. To build a greater sense of unity among Catholics from all cultures within the local Church.

12. To increase collaboration among all entities in the local, national and universal Church.

13. To advocate for peace and justice in the Church and in the world.

In the context of prayer, reflection, discussion and discernment based on the criteria set for vibrant parishes and the overall needs of the Diocese, the Planning Commission is presenting each cohort with Preliminary Recommendations. These recommendations focus on the proposed structure of parishes throughout the Diocese for the future, along with some further recommendations and a rationale for the recommendations. The Planning Commission expressed sincere appreciation and gratitude for all the work done by the parishes and the cohorts.

In some cases the Planning Commission affirmed what the Cohort Core Team had suggested and often added recommendations. In other cases, after serious deliberation and considering the good of the Diocese of Saginaw for Planning Tomorrow's Parishes, the Diocesan Planning Commission recommended a model or models different from what the Cohort Core Team had suggested. In all cases the Commission provided a rationale for their Preliminary Recommendations.

The next two steps in the 8 step Planning Tomorrow's Parishes process are Conversation and Response. The Cohort Team Responses are due to the Diocese by October 5, 2012. The Diocesan Planning Commission will meet to review the Cohort responses in late October.
